FRANCE : WE ARE NOT ALONE

French retirement age to rise

By DAVID GAUTHIER-VILLARS

PARIS—The French government said it plans to increase the retirement
age, setting up a battle with unions who want the French to continue
retiring earlier than most other Europeans. The government said it
plans to introduce a bill to raise the retirement age from the current
minimum of 60—though it didn't say to what age—and create a new tax on
high earners, to try to fix the nation's debt-choked pension system.
Unions have scheduled a nationwide demonstration on May 27 to protest
the proposed overhaul.

The sparring comes as France and other European countries are under
pressure to rein in their budget deficits after the Greek debt crisis
caused financial chaos. France has the same high credit rating as
Germany, but some economists are concerned that Paris could suffer a
downgrade unless it demonstrates budget discipline.

"It's a litmus test," said economist Christian Saint-Etienne, head of
the Générations Citoyennes think tank. "France's creditworthiness is
at stake."

Facing the same trends of slow growth and longer lifespans, several
European Union countries have in recent years increased their
retirement ages and cut pension payments. In 2007, Germany opted to
gradually increase its standard retirement age to 67 from 65. Last
year, Italy pegged future retirement ages to rising life expectancy.

France has reduced some pension benefits in the past, but in its
effort to avoid cutting monthly pension payments it has also piled up
debt. If no changes are made, the annual deficit of state-run pension
funds could shoot up to €103 billion ($127 billion) by 2050, from an
estimated €10 billion this year, according to a council advising the
government.

Concerned that the system isn't sustainable, the government of
President Nicolas Sarkozy sent a memo to unions, which it released on
Monday. The government said the main response to "demographic
imbalances" should be demographic. That implies raising the retirement
age and the number of years of contributions to the state-run system
needed to receive a full pension. "We can't accept that," said Eric
Aubin, a national delegate with the CGT union. "People can't find jobs
when they are 55. Increasing the retirement age will push them into
poverty."  Details, notably the proposed new retirement age, would be
outlined in June, the government said. A pension bill could be
presented to parliament, where Mr. Sarkozy's ruling UMP party has a
majority, in September.

The government ruled out some possible solutions, such as an increase
in payroll taxes or the creation of a special sales tax, on the basis
that they would hurt French corporate competitiveness. However, the
government said it was considering slapping a new tax on wealthy
households—something that might go against an election pledge by Mr.
Sarkozy not to increase taxes and to provide some tax relief for the
rich. Government officials said the new tax would be "symbolic" and
yield between €2 billion and €3 billion a year. Union leaders said
they feared that without significant new tax contributions, the
overhaul would result in lower pensions for workers who don't pay into
the system long enough.

White-collar union CFE-CGC is one of the few unions to support the
idea of raising the retirement age. But the union's national delegate
in charge of pension issues, Danièle Karniewicz, said she will be able
to convince members to back a pension overhaul only if the government
finances it through other methods, such as a new sales tax. "The
French are ready to make efforts," Ms. Karniewicz said. "But they need
to know what they will get in return."

DISRAELI's TORY PARTY IS DEAD

The Conservatives had everything going for them heading into the May 6
election: a serious economic crisis, a deeply unpopular prime
minister, and a young, vibrant Tory leader. Despite all this, the
Tories have entered into government with support from a mere 36% of
the electorate.

Since its founding by Benjamin Disraeli in 1832, the Tory Party has,
with one shining exception, rested on the notion of a Britain divided
by class. Upper classes could reconcile themselves to modernity,
Disraeli argued, by prudently responding to modern demands for voting
rights and social leveling. The upper classes thus served as a safety
valve for society, preserving Britain from the revolution and unrest
that was sweeping the Continent. Tory opponents were often cast as
radicals or socialists who were unfit to rule because their
temperaments inclined them to haste, and to more social and material
leveling than was prudent for society to permit.

When Anglicans were a majority of Britons, it was well said that the
Anglican Church was the Tory Party assembled in prayer. Throughout the
20th century, the Tories won overwhelming majorities among elites.
They lost the working classes and fought with Labour over the middle
class.

The economic and social changes wrought by Margaret Thatcher and Tony
Blair cast this system asunder. Mrs. Thatcher was a quintessential
outsider to the Tory tradition—a Methodist in an Anglican party, a
grocer's daughter in a party of men from good families, someone who
represented the most Jewish constituency in Britain. She saw the Tory
Party's mission quite differently than did the Tory grandees. She saw
that Britons were capable of self-government politically and socially,
and she worked to remove the power of the state to guide society. She
understood that Britons yearned not to be subjects in a kingdom, but
citizens in a nation.

The grandees never understood this and cast her aside as soon as
politically expedient. But they could not undo the socio-political
changes she had unleashed. The grandees thought they could regain
popular favor by increasing social spending, but they failed to
understand that while Britons wanted more social insurance than Mrs.
Thatcher preferred, they wanted the freedom from class that she
promised more. When they perceived that the Tory Party had returned to
its intellectual heritage, rejecting Mrs. Thatcher's vision of
citizenship, they started to move away from Conservatives.

Tony Blair saw this and channeled the new citizen-society toward New
Labour. If you were Mrs. Thatcher's children and relished the economic
and class-free self-determination she unleashed, Mr. Blair's vision of
a "Cool Britannia" where you could make money, marry whom you pleased
and live a modern life was very appealing. The young and well-off
voters abandoned the Tories in droves, joining either Blair's party or
the Liberal Democrats, who offered their own variation of the modern
Britain theme. They were joined by the less well-off people who had
flocked from Labour to Mrs. Thatcher, the "Essex men" who were
Britain's version of Reagan Democrats. The Tories were crushed,
dropping to 30% of the vote in 1997 and staying there for two more
elections.

David Cameron saw many of the signs of this movement, but
misinterpreted their cause. He saw that elite and upper-middle-class
voters had left the Tories and favored environmentalism, gay rights
and diversity. He also saw that while they wanted to be rich they were
also socially conscious. He crafted an entire electoral campaign
designed to take away the reasons these voters said they opposed the
Tories. In effect he said, "see we're cool, too. Come home to your
natural home, the prudent party."

His approach confused the notes for the theme. These issues were
merely indicators of what these voters truly wanted: a society of
citizens, not subjects. Tory votes increased little this year in
constituencies dominated by upper-middle-class voters. The
Conservative Party victory ironically was fueled by large swings in
constituencies dominated by the working and lower-middle-class voters
in the north and center of England.

It's early in Mr. Cameron's prime ministership, but if his maiden
speech at Buckingham Palace last week is any indication, he still
doesn't get it. He spoke again of building a "more responsible
society." His focus was on the individual's relation to society, on
what society owes Britons and what Britons owe society. He said, "my
government always looks after the elderly, the frail, the poorest in
our country." There was nothing about individual self-determination,
nothing about how ordinary Britons can make do themselves.

Mr. Cameron is offering voters seeking economic growth and individual
self-determination a vision of society prudently and compassionately
managed for everyone's benefit. This is 19th-century Disraeli
conservatism with a modern face. What's cool about that? The
introduction of a fixed parliamentary term will give Mr. Cameron time
to test his strategy. But it likely won't solve the
Conservatives'problems. And if it doesn't we'll be sadly looking at
Tory Blue, bereft of of life, gone to meet its maker, singing with the
choir invisible. This will be an ex-party.

OPEN LETTER to the PRESIDENT of BRASIL

OPEN LETTER to the PRESIDENT of  BRASIL

By DENIS MACSHANE

Caro Lula,

You don't remember me but we met now and then nearly 30 years ago when
you were an inspiration to labor movements around the world. Your
struggle to create a strong, independent trade union in Brazil helped
take your country to its democratic future.

I wrote articles about the great workers' rights movement in the ABC
region around Sao Paulo, where you organized strikes for fair pay and
decent labor conditions. Proto-globalization helped you. European
companies like VW and Renault had opened plants in Brazil. Your
appeals for solidarity from European comrades were transmitted via the
International Metalworkers Federation where I worked in exile from
Margaret Thatcher's anti-labor England. We sent over senior officials
of German unions who sat on the boards of VW and Mercedes-Benz. It was
one thing for Brazilian bosses to beat up Brazilian union organizers.
It was another for European managers to disrespect powerful German
trade-union leaders.

America's United Autoworkers' union also adopted you and made clear
via the American labor federation that democracy in Brazil was now in
your hands, not in those of the generals and oligarchs who held sway
over the country. You came to Washington and I raised your case at the
International Labor Organization. Don't misunderstand me. Brazil was
already en route to democracy, but you helped give it a final,
decisive push.

Something similar was happening in Poland, in South Africa, and in
South Korea, where worker-based organizations and independent trade
unions that rejected communist and capitalist cruelties were created
and helped open the way to the great democratization of the last
quarter century.

That is why it is with the most profound sadness that I see you
embracing the incarnation of everything that denies human rights,
social justice and all the good that liberation trade unions stood
for. The picture of you alongside the Iranian tyrant, President
Mahmoud Ahminedejad, as if he was the best friend of democratic
Brazil, has shocked all democrats around the world. This man presides
over a regime that tortures, kills, imprisons and humiliates those of
its citizens who dare to call for freedom and democracy. Teenagers are
hanged from cranes. Street protesters are killed with impunity. Women
are treated as second-class citizens and stoned to death. Writers and
journalists are routinely imprisoned, their publications censured, and
trade unions do not exist. Iranian gays live in terror that their
sexuality will come to the notice of the fanatic, human-rights-hating
clerics who rule the country with Ahmadinejad as their puppet.

Your new friend is an exterminationist who has called for the Jewish
people in Israel to be wiped off the face of the earth. Your new
companheiro sent rockets and bombs to Hezbollah, those terrorists and
Jew-killers. He swaggers around the world threatening every democracy
with his wrath. His regime is racing to obtain a nuclear bomb that
would utterly destabilize the region, as Sunni powers would no doubt
demand their own nuclear weapon to defend against this irrational Shia
order that believes a second coming of the "Hidden Imam" and
conflagration are just around the corner.

As a result, Russia faces a renewed threat from Islamist terrorism,
and America and Europe have to spend billions to protect their
citizens from the hate and terror encouraged and financed by your new
chum.

What on earth happened to the Lula I supported and built solidarity
for? I never had any illusions about Castro and the decadent, corrupt
prison camp that is today's Cuba, where writers rot in prisons and
pro-democracy oppositionists like Orlando Zapata are allowed to die in
jail. I did once hope that Hugo Chavez would use his charisma to make
Venezuela a democracy where social justice would have more say and
play. But he's just another populist latter-day Perón. His opponents
are often loathsome but his authoritarianism is not the answer.

Your global role as a champion of human rights, though, was admired
everywhere. And yet, you stand with Ahminejehad, who is the negation
of everything you once stood for, and everything the democracies of
Europe and the rest of the world have built. Why has it come to this?

I enjoy flying in Embraer jets and support better trade and contacts
with Brazil. Your great country has much to contribute to a better
world, just as you once contributed to its arrival as a full, modern
democracy. So why take tea with tyranny and shame your own life story?

Iran's present leadership attacks every decent value you once
represented. I still believe in those values that led me to support
you against your dictators. I wish you would once again become the
Lula who inspired the fighters for democracy and social justice around
the world.

Blair administration.

Είναι μεγάλος καλλιτέχνης και δεν άντεχε να περάσει από εδώ χωρίς να πάρει λίγη από την αύρα του; Το πιστεύει αυτό κανείς για τον Ερντογάν; Όταν μάλιστα ο Θεοδωράκης έχει γράψει και έχει μιλήσει κατ' επανάληψη εναντίον της Δραγώνα και υπέρ των καταπιεσμένων λαών που βρίσκονται κάτω από την τουρκική μπότα;
